Description

C.A.R.T. provides two types of service, which are listed below:


Dial-a-Ride Transportation


To plan your C.A.R.T. ride, just call our friendly dispatchers at 428-2988 Monday through Friday between the hours of 9:00 a.m. and 3:00 p.m. to set a ride.


Rides are on a first-come first-served basis with senior riders (60 & over) having preference. Rides can be booked anywhere from the day before to 14 days in advance. Buses operate from 9:00 a.m. to 4:00 p.m.


General rider ticket books can be purchased at the C.A.R.T. office at 310 E. Court Street in the Senior Center building. You may also order a book from the dispatcher when you schedule a ride.


Rides are $3.00 per ride for a general rider and a suggested donation of $2.00 for persons age 60 and over. Our drivers do not carry change.


Our buses are A.D.A. compliant. C.A.R.T. is open to all residents. Children under 8 years of age must be accompanied by an adult 18 years of age or older.


C.A.R.T. has an answering service for clients' convenience for same-day rides by calling 867-4498 Monday through Friday before business hours of 6:30 a.m. to 9:00 a.m. and during non-business hours.


Our goal is to provide transportation for local residents of Churchill County within the C.A.R.T. service area. C.A.R.T. reserves the right to make changes at any time.

For safety reasons, the C.A.R.T. service is only available to residents on county-maintained roads.

Reno Transportation Shuttle


The Reno Transportation Shuttle is scheduled for one trip weekly (weather permitting) on alternating Tuesdays and Thursdays throughout the month.


Call 867-4498 Monday - Friday 9:00 a.m. - 4:00 p.m. for more information on the Reno Transportation Shuttle. This system is primarily set up to provide seniors with transportation to Reno for medical appointments. General public people can ride on this system on a time and room available basis. All rides must be picked up in our adopted service area in Fallon on paved roads.


Reservations can be made Monday through Friday between the hours of 9:00 a.m. and 4:00 p.m. only. Call early for availability. All reservations must be made by 1:00 p.m. on Mondays and Wednesdays for following day trips (no exceptions). Please make your reservations at the number above and have the following information ready: your name, your pick-up address, phone number, emergency contact person, your doctor's name, address of your destination, appointment time, estimate of when you will be finished with your appointment.


The Reno Transportation Shuttle will make every effort to contact the rider by 4:00 p.m. the day before the ride, but it is the responsibility of the rider to verify the ride, and the Fallon departure pick-up times by 4:00 p.m. the day before the ride. The Reno Transportation Shuttle reserves the right to make policy changes at any time.


 


Guidelines:


1. Senior cost is a $10.00 suggested donation for round trip or one-way age 60 and over. Based on seats available. 


2. General public is a $20.00 charge for round trip or one-way age 0-60. Based on seats available.


3. People under 17 must be accompanied by a parent or guardian 21 years or older or written and verbal consent from parent or guardian.


4. Payment must be made at boarding time by cash or check.


5. Drivers carry no cash for change.


6. The Tuesday bus starts at the Senior Center at 7:00 a.m. Thursday 7:00 a.m., but may change due to the number of riders and locations.


7. The Tuesday bus leaves Reno by 12:30 p.m.; Thursday leave by 12:30 p.m., but may change due to the number of riders and locations.


8. Riders may need to wait at their location until all riders are ready to return.


9. One drop-off and one pick-up location per rider.


10. Appointments with doctors for therapy and lab work must be made in the a.m. to be sure you are ready for the return trip on time. The bus cannot wait. No exceptions!


11. The bus waits no longer than 5 minutes at your pick-up location; the driver will then put you down as a No Show and leave. Bus driver will not turn back if missed to keep other passengers on time.


12. Airline, train, bus depot pick-ups must be ready by noon. Pick-ups are made at the handicap pick-up area outside the baggage pick-up area (marked in blue at the curb). The bus cannot wait due to flight delays. Baggage limit is 2 per person on space availability.


13. Riders can be picked up at a different location in Reno, but it is the rider's responsibility to be at the second location on time. The bus cannot wait.


14. If inclement weather prohibits a safe trip, you will be notified by phone before 5:00 p.m. the night before or in some cases, the morning of the trip. Safety is #1 priority.


15. Rides must be cancelled by 4 p.m. the day before the trip or ride is considered a No Show.


16. No tickets are available for this service.

Title VI of the Civil Rights Act of 1964 states:

Making a Title VI Complaint


Any person who believes he or she has been aggrieved by an unlawful discriminatory practice under Title VI may file a complaint with CART.  Any such complaint must be in writing and filed with the CART within 180 days following the date of the alleged discriminatory occurrence.  For information on how to file a complaint, please contact:

Churchill Area Regional Transportation (CART) herein referred to as CART.  CART under Title VI, is committed to compliance with Title VI of the Civil Rights Act of 1964, the Civil Rights Restoration Act of 1987, and all related regulation and statutes.  The recipient assures that no person or group(s) of persons shall, on grounds of race, color, national origin or be otherwise subjected to discrimination under any or all programs, services, or activities administered by the Recipient, regardless of whether those programs and activities are federally funded or not.


The following procedures follow complaints under the following acts:  Title VI of the Civil Rights Act of 1964 and the Civil Rights Restoration Act of 1987.  Complaints may be filed by any person who believes that he or she has been excluded from participation in, been denied the benefits of or otherwise subjected to discrimination under a program or activity receiving federal financial assistance from CART and believes the discrimination is based on race, color, or national origin.  Any person who believes she or he has been discriminated against on the basis of race, color, or n ational origin by CART may file a complaint by completing the agency's Title VI Complaint Form.  Allegations, regardless of where they are reported, shall be immediately forwarded to the FTA's Civil Rights Officer.  We accept complaints received no more than 180 days after the alleged incident.  Please send your complaint to:

Title VI Complaint Procedures


1. If the complainant elects to file a formal complaint with CART must be submitted in writing, signed and dated, within 180 days of the alleged discriminatory act (or latest occurrence). Individuals may also file complaints directly with the U.S. Department of Transportation (USDOT), the Federal Highway Administration (FHWA), or the Federal Transit Administration (FTA), as appropriate, within the 180-day time frame.


2. The complainant is strongly encouraged to bring incidents of discrimination to the attention of teh department as soon as possible after such conduct occurs.


3. Allegations of discrimination are serious and are to be investigated in a timely manner. Confidentiality is maintained to the greatest extent possible.


Title VI Complaint Investigation Procedures


Within ten (10) days of receipt of the complaint, the FTA will review it to determine if our office has jurisdiction. That is, are we the appropriate office to receive and investigate your complaint? You (the complainant) will receive an acknowledgement letter within those 10 days informing you whether your complaint will be investigated by our office or forwarded to the appropriate agency. The FTA will conduct the investigation as soon as possible after determining the complaint is porperly directed to it. The following procedures will be followed.


1) The FTA has sixty (60) days to investigate the complaint. The CART Manager/CART Board of Directors will notify the FTA Contract Compliance Manager or another qualified investigator who has been trained in conducting civil rights investigations to conduct the Complaint Investigation.


2) The investigator will ensure the appropriate officials are informed of the investigation's progress in a timely manner.


3) The investigator will follow an investigative plan approved by the FTA that will include interviewing anyone with knowledge of teh event and gathering all pertinent evidence relevant to the allegation.


4) The complainant may have a representative present to assist in presenting information to the investigator. However, the representative must not be involved in the investigation or any other matters related to the case. Further, it is not the FTA's responsibility to train or keep the representative informed of any matters related to the case.


5) If more information is needed to resolve the case, the FTA may contact the complainant. The complainant has ten (10) business days from the date of the letter to send requested information to the investigator assigned to the case. If the investigator is not contacted by the complainant or does not receive the additional information within ten (10) business days, the FTA may administratively close the case. A case may also be administratively closed if the complainant no longer wishes to pursue the case.


6) The investigation will be conducted by the FTA in a fair and impartial manner and a full written report of findings will be forwarded to the NDOT/CART manager/CART Board of Directors. This report will include all of the identifying infomration of the complainant, including:


a) The name, address, and telephone number of the complainant.


b) The name and address of the subrecipient or contractor (the company) and alleged discriminating official(s) or person(s) the complainant believed discriminated against him/her. If unknown, the complainant should provide as much information as possible regarding the circumstances surrounding the allegation.


c) How, why, and when the complainant believed he/she was discriminated against including the date of the last occurrence.


d) The names of any persons that the investigator could contact for additional information to support or clarify the allegation.


e) The report will also include all relevant evidence (as attachments or inclusions) upon which it is based, nature of the complaint, remedy sought, and a summary of the investigative findings and activities.


7) The FTA will analyze the Investigative Summary Report, determine the appropriate course of action and prepare a Statement of Agency Decision reflecting the FTA's final determination. The FTA's determination will either be a closure letter or a letter of finding (LOF). A closure letter summarizes the allegations and states that there was not a Title VI violation and that the case will be closed. An LOF summarizes the allegations and the interviews regarding the alleged incident, and explains whether any disciplinary action, additional training of the staff member, or other action will occur.


8) The complainant and all the appropriate divisions shall receive written notification as to the FTA's decision. If the finding is adverse to the complainant, the complainant will be advised of his/her avenues for appeal. Within 60 days the FTA will forward a copy of the Title VI complaint and investigate report to NDOT/CART with issuance of our Decision.


9) If discrimination is determined to have occurred, the FTA will issue a Show Cause Notice providing the subrecipient/contractor/respondent thirty (30) days to develop a satisfactory Corrective Action Plan (CAP) and implement appropriate corrective or disciplinary action to eliminate discrimination and/or correct inappropriate behavior on the contract. Contract administration action may be applied should the contractor/respondent fail to take immediate corrective action or implement a CAP.


Title VI Complaint Appeals


The complainant can appeal the FTA's decision to the Federal Highway Administration, the Federal Transit Administration, or the U.S. Department of Transportation within ninety (90) days of the date of the FTA's closure of LOF letter.


If the contractor belives the FTA's decision is adverse to the contractor, the standard contract sanctions appeal procedures must be used.


Records


Investigation files are confidential and will be maintained by the FTA. the contents of such files are disclosed only to those individuals with the authority to examine such files in accordance with state and federal laws. Any requests for release of information that is maintained by the FTA will be in writing and addressed to:

The Rquest for release of information should contain a specific description of the information to be released. Contract documents will be forwarded to the Administration Services Division for archiving after closure of the contract file.


Files are to be retained in accordance with the FTA's records retention schedule and federal guidelines. All complaints will be logged and tracked by the CART Manager/CART Board of Directors and forwarded to the FTA for final approval to ensure all procedures have been followed.


All Title VI complaints are investigated by the FTA.

Procedimientos de Oueja del Titulo VI

Dentro de los diez (10) dias posteriores a la recepcion de la queja, CART la revisara para determinar si nuestra oficina tiene jurisdiccion.  Es decir, somos la oficina adecuada para recibir e investigar su queja?  Usted (el demandante) recibira una carta de reconocimiento dentro de esos 10 dias informandole si su queja sera investigada por nuestra oficina o enviada a la agencia correspondiente.  CART llevara a cabo la invtigacion lo antes posible despues de determinar que la queja se dirige adecuadamente a ella.  Se seguiran los siguientes procedimientos.


1)  CART tiene sesenta (60) dias para investigar la queja.  El Administrador de CART/Junta Directiva de CART notificara al Administrador de Cumplimiento de Contrato de NDOT u otro investigador calificado que haya sido capacitado para realizar investigaciones de derechos civiles para llevar a cabo la Investigacion de la Queja.


2)  El investigador se asegurara de que los funcionarios apropiados esten informados del progreso de la investigacion de manera oportuna.


3)  El investigador seguira un plan de investigacion aprobado por el NDOT que incluira entrevistar a cualquier persona con conocimiento del evento y reunir todas las pruebas pertinentes relevantes para la acusacion.


4)  El demandante puede tener un representante presente para ayudarlo a presentar la informacion al investigador.  Sin embargo, el representante no debe participar en la investigacion ni en ningun otro asunto relacionado con el caso.  Ademas, no es responsabilidad del NDOT/CART capacitar o mantener informado al respresentante sobre cualquier asunto relacionado con el caso.


5)  Se se necesita mas informacion para resolver el caso, NDOT/CART puede contactar al demandante.  El demandante tiene diez (10) dias habiles a partir de la fecha de la carta para enviar la informacion solicitada al investigador asignado al caso.  Si el demandante no contacta al investigador o no recibe la informacion adicional dentro de los diez (10) dias habiles, NDOT/CART puede cerrar el caso administrativamente.  Un caso tambien puede cerrarse administrativamente si el demandante ya no desea continuar con el caso.


6)  El NDOT llevara a cabo la investigacion de manera justa e imparcial y se enviara un informe escrito completo de los hallazgos al Administrador de CART/Junta Directiva de CART.  Este informe incluira toda la informacion de identificacion del demandante, incluyendo:


a)  El nombre, la direccion y el numero de telefono del demandante.


b)  El nombre y la direccion del beneficiario secundario o contratista (la compania) y el (los) funcionarios(s) o persona(s) presunta(s) discriminatoria(s) que el(la) reclamante(s) cree que lo discrimino.  Si es desconocido, el demandante debe proporcionar tanta informacion como sea posible con respecto a las circunstancias que rodean la denuncia.


c)  Como, por que y cuando el demandante cree que fue discriminado, incluida la fecha de la ultima ocurrencia.


d)  Los nombres de cualquier persona que el investigador pueda contactar para obtener informacion adicional que respalde o aclare la acusacion.


e)  El informe tambien incluira todas las pruebas relevantes (como anexos o inclusiones) en las que se basa, la naturaleza de la queja, el remedio buscado y un resumen de los hallazgos y actividades de investigacion.


7)  El NDOT/CART analizara el Informe resumido de investigacion, determinara el curso de accion apropiado y preparara una Declaracion de decision de la Agencia que refleje la determinacion final de NDOT/CART.  La determinacion de NDOT/CART sera una carta de cierre o una carta de hallazgo (LOF).  Una carta de cierre resume las acusaciones y establece que no hubo una violacion del Titulo VI y que el caso se cerrara.  Un LOF resume las acusaciones y las entrevistas con respecto al presunto incidente, y explica si ocurrira alguna accion disciplinaria, capacitacion adicional del miembro del personal u otra accion.


8)  El demandante y todas las divisiones apropiadas recibiran una notificacion por escrito sobre la decision de NDOT/CART.  Si el hallazgo es adverso para el demandante, se le informara al demandante sobre sus vias de apelacion.  NDOT/CART enviara una copia del reclamo de Lhe Tille VI y el informe de la investigacion a FTA y/o la emision de nuestra Decision, lo que ocurra mas tarde.


9)  Si se determina que ha ocurrido discriminacion, el NDOT/CART emitira un Aviso de Mostrar Causa proporcionando al subreceptor/contratista/demandado treinta (30) dias para desarrollar un Plan satisfactorio de Accion Correctiva (CAP) e implementar acciones correctivas o disciplinarias apropiadas para eliminar la discriminacion y/o corregir conductas inapropiadas en el contrato.  La accion de administracion del contrato se puede aplicar si el contratista/demandado no toma medidas correctivas immediatas o implementa un CAP.


Apelaciones de quejas del Titulo VI


El demandante puede apelar la decision de NDOT/CART ante La Administracion Fedeal de Carreteras, la Administracion Federal de Transito o el Departmamento de Transporte de los EE.  UU.  Dentro de los noventa (90) dias a partir de la fecha de cierre de CART de la carta LOF.


Si el contratista cree que la decision de NDOT/CART es adversa al contratista, se deben usar los procedimientos estandar de apelacion de sanciones contractules.


Los archivos de investigacion son confidenciales y seran mantenidos por NDOT/CART Administrador/CART.  El contenido de dichos archivos se divulga solo a aquellas personas con la autoridad para examinar dichos archivos de acuerdo con las leyes estatales y federales.  Cualquier solicitud de divulgacion de informacion mantenida por NDOT/CART sera por escrito y dirigida a:

La Solicitud de divulgacion de informacion debe contener una descripcion especifica de la informacion que se divulgara.  Los documentos del contrato se enviaran a la Division de Servicios de Administracion para su archivo despues del cierre del archivo del contrato.


Los archivos deben conservarse de acuerdo con el cronograma de retencion de registros de NDOT/CART y las pautas federales.  Todas las quejas seran registradas y rastreadas por el Administrador de CART/Junta Directiva de CART y enviadas a NDOT para su aprobacion final para garantizar que se hayan seguido todos los procedimientos.


Todas las denuncias del Titulo VI son investigadas por el FTA.
